Project Overview
First Capital Engineering was responsible for complete contract administration for the Safe Routes to School Haines Road project that involved 1,593 LF of sidewalk. FCE researched grant funds that could be utilized for the project. The firm applied for and was awarded the first PennDOT Safe Routes to School grant. FCE successfully presented the project to the Springettsbury Township Board of Supervisors and Planning Commission members, the Township residents and PennDOT for approval. As the contract administrator, our firm:
- Conducted a complete topographic survey of the site
- Completed the entire design of the sidewalks
- Provided Right Of Way acquisition services (worked with appraisers to determine the assessed values of the properties)
- Secured temporary construction easements
- Prepared the construction drawings, specifications and bid documents (consisting of a bid schedule, performance bond, payment bond, bid bond, maintenance bond, general conditions and technical specifications) in accordance to PennDOT standards
- Distributed bid documents to prospective bidders and were available during the advertising period
- Evaluated bids and awarded the contract
- Provided construction inspection services
- Provided certified payroll services and close out services
In addition, FCE had to redesign the project because of the location of several trees within the project site. First Capital Engineering received cost estimates for trimming and cutting them down. The project site was located over a small stream, and in order to be able to use the sidewalk, the FCE team designed a bridge and provided erosion and sedimentation control over the small stream/inlet. At the final walk thru with the Township, representatives and PennDOT, FCE reviewed and evaluated the overall project to determine any defects, deficiencies or damage to the infrastructure’s elements.
