Pennsylvania Department of Transportation – Disadvantaged Business Enterprise

For over 20 years, the U.S. Department of Transportation (DOT) has had a policy in place to aid small businesses owned and controlled by socially and economically disadvantaged individuals, also known as a Disadvantaged Business Enterprise (DBE). This includes minorities, veterans, and women. The purpose of these certifications is to level the ongoing discrimination and continuing effects of past discrimination in federally assisted contracting markets in the United States. By leveling the playing field, the DOT is able to assist DBEs in competing for federally funded transportation contracts.

PennDOT Unified Certification Program (UCP)

Since 2014, FCE has maintained its third-party certification through the Pennsylvania Unified Certification Program (PA UCP) as a DBE. Per the PennDOT UCP Program website, this organization “makes all decisions on behalf of all agencies/organizations in the Commonwealth with respect to participation in the DBE program.” Currently there are five certifying participants in which prospective DBEs may submit their application for consideration. FCE is certified through the Pennsylvania Department of Transportation’s (PennDOT) Bureau of Equal Opportunity.

As such, FCE is eligible to participate in Federal Aviation Administration (FAA), Federal Highway Administration (FHWA), and Federal Transit Administration (FTA) funded contracts as a DBE.

We have successfully completed projects with prime contractors while receiving excellent subconsultant ratings in return, particularly as it pertains to PennDOT’s Engineering and Construction Management System (ECMS) practices.
