Westminster Place at Queen Street, York Township,
York County, PA

FCE served as the civil engineer for Westminster Place at Queen Street, a 13,166 sq. ft. senior living community located on Pauline Drive in York County. This four-story residential building contains 50 units all designed for ages 55 and older with shared access to a larger commercial development. FCE coordinated with the adjoining development for cross easements, stormwater management release and relative agreement affecting both developments.

The property for Westminster Place was compact and required innovative design of circulation, parking and stormwater (solo surface) management. The four-story height of the building required stringent emergency access design, including fire truck space which was partially provided with the use of grass-crete stabilization in order to reduce the amount of impervious. The other unique need was that the landscape design needed to consider native plants that are drought tolerant.

Conditional approvals were provided in less than six months but funding and recording of agreements delayed construction until grants were provided.
