First Capital Engineering was the civil engineer responsible for the creation of the land development plan, aspects of the design and specifically the design of the public sanitary sewer system for Florin Hill Neighborhood, a 61 acre mixed use traditional neighborhood development containing 462 residential units.

The neighborhood was anticipated to have approximately 15% of the units as workforce housing, and the development included single family detached homes; townhomes; apartment dwellings; and offices/retail space designed to integrate the adjacent Florin neighborhood of Mount Joy, Pennsylvania. In addition, the development was designed to include a large central common area with several water features that serve as stormwater management facilities.

FCE worked with the developers and took both parking and drainage into consideration when developing the neighborhood. FCE also designed and integrated a bike/pedestrian path into the neighborhood and determined and specified the appropriate materials for low maintenance and high durability.
