Traffic Calming Project – Springettsbury Township, East York, PA
Traffic Planning

Project Overview
Eastern Boulevard was a wide, open local street that was wider than required to efficiently move traffic, creating the appearance of a multi-lane highway instead of a residential street.
First Capital Engineering FCE determined a solution: Create a boulevard effect by placing landscaped islands between the travel lanes to reduce the overall width of the street.
The width of the pavement allowed for a bicycle pathway to be located along the edge of the cartway. FCE designed small traffic circles at the intersections of several key streets. The intersections were also narrowed by brick paver islands that encourage pedestrian crossing areas. These narrow areas encouraged the traffic calming and provided the desired effect of improving public safety. Final permits were issued by the Township for this project.
FCE provided construction inspection services relative to pavement installation, curbing and sidewalk installation and accessible ramps.
This project won the Pennsylvania State Association of Township Supervisors’ Annual Road & Bridge Safety Improvement Contest in 2005.
