Project Overview

Davies Drive previously ended in a cul-de-sac at the York County 911 Center in Springettsbury Township. It has always been the desire of the Township to extend Davies Drive out to East Market Street, for the purpose of encouraging economic development, providing additional corridors to reduce traffic congestion and improving public safety. 

First Capital Engineering, Inc. (FCE) has had a great deal of involvement in this project since the early days. As the designer of the new extension, as well as the Project Manager, FCE persisted over the decades with permitting challenges and coordination with countless agencies, utilities, the railroad and other concerned parties. FCE assisted with the grant process; acquisition of all permitting and was instrumental in assuring that the project kept its momentum through several rounds of regime changes, regulatory fluctuations and even the nightmare of a global pandemic. After decades of challenges and red tape, the Public Utility Commission approved an agreement for the required at-grade crossing and the final successful field meeting was held with the railroad operator, North Penn Railroad, so the long-awaited project was finally able to move forward.

Davies Drive was extended 630 LF south, across the Norfolk Southern Railway through an at-grade crossing, then connected to the existing southern section of East Market Street. The extension improved north-south mobility, provided improved access to Market Street and reduced emergency services providers’ response time in a densely populated commercial and residential area of the Township. 

This long-anticipated project consisted of the construction of approximately 630 LF of new roadway, grading of the site, concrete sidewalks on both sides of the road, streetlights, storm sewer system, accessible ramps, curb demolition and replacement, and overlaying existing roadway from Concord Road (T-773) to East Market Street (S.R. 0462). The new roadway extension and at grade crossing provides a redundant traffic system that now allows emergency vehicles, industrial traffic and trucks to access the Township’s Concord Road corridor, serving a significant business area within the Township. This extension has greatly improved safety, mobility and emergency services response time, which has positively impacted residents, employers, workers and consumers in the area of Springettsbury Township.
