Traffic Calming & Feasibility Study, Boiling Springs, PA

The street plan in Boiling Springs, PA was originally laid out in 1845 and although the plan was suitable for that era, it lacked the safe, efficient and modern pedestrian circulation infrastructure needed in current times. The goal of this project was to improve the safety and welfare of both residents and visitors to Boiling Springs by evaluating regional pedestrian connections, sidewalk connectivity, and potential traffic calming improvements in the village to ultimately enhance their mobility, safety and economy. 

First Capital Engineering performed a full evaluation of the regional pedestrian connections, sidewalk connectivity, and potential traffic calming improvements in the village, prioritizing suggested improvements with a focus on connecting the South Middleton School District campus with the village core and Children’s Lake. As the contract administrator, FCE: 

• Conducted a detailed field run topographic survey of the site, allowing for the creation of a current, correct, existing conditions base map 
• Performed a complete feasibility study, which included site analysis, including visiting the site, considering utilities, stormwater conveyance, existing sidewalks, steps, building access, trees and other vegetation in the site area, and other site constraints and opportunities
• Coordinated site visits with PennDOT to determine the criteria and requirements for providing pedestrian facilities along state highways
• Identified areas where new sidewalks were needed, where existing sidewalks should be reconstructed or repaired, and where ADA ramps needed to be installed
• Identified areas where traffic calming measures should be incorporated, whether bump-outs, islands, speed humps, tables, or raised intersections to improve pedestrian safety and improve parking
• Provided schematic plans, and a schematic cost summary/estimate of site-related construction costs on a block-by-block basis
• Provided a summary of potential grant or other funding options that may be available for the project as a whole or individual portions of the project
• Developed a proposed priority list for the implementation and construction of the pedestrian and traffic calming facilities, based upon the information gathered during the feasibility study and during the (4) meetings with the core study group and (2) public participation meetings
