Maryland Department of Transportation – Disadvantaged Business Enterprise
For over 20 years, the U.S. Department of Transportation (DOT) has had a policy in place to aid small businesses owned and controlled by socially and economically disadvantaged individuals, also known as a Disadvantaged Business Enterprise (DBE). This includes minorities, veterans, and women. The purpose of these certifications is to level the ongoing discrimination and continuing effects of past discrimination in federally assisted contracting markets in the United States. By leveling the playing field, the DOT is able to assist DBEs in competing for federally funded transportation contracts.
Currently, FCE is certified to perform the following services in the state of Maryland under the following NAICS codes:
- 541320 – Landscape Architectural Services
- 541330 – Engineering Services
- 541340 – Drafting Services
- 541370 – Surveying & Mapping (except geophysical) Services
- 541620 – Environmental Consulting Services
Per MDOT’s Office of Minority Business Enterprise, First Capital Engineering is the only DBE/SBE civil engineering and land surveying firm registered in York County, Pennsylvania.
